Important Information for Promotion Year 2006http://dcp.psc.gov/promotion_pages/promo_info_main.aspx Message from CDR Marjorie E. Wallace Director, Division of Commissioned Corps Officer Support:
Good afternoon! Things are moving along with promotions! Please note the following activities have occurred and let LCDR Hawkins know if you have any questions. 1. The results of the 2005 Pgrade promotions are now posted on the CCMIS website (see the main page for the link). 2. The eligibility status for 2006 promotion review is now posted on the CCMIS website. Officers must log into the secure area of the website and it will tell them at the top of the page, under their name, if they are eligible for review this year. 3. Information pertaining to the 2006 promotion year is now posted on the CCMIS website (see the main page for the link to an information page). Officers are encouraged to open and review all of the information listed, but most particularly the Promotion Information Memo which outlines all of the steps they need to take for Promotion Year 2006. Please note: due to the late notification officers will be given until 1/23/06 to submit documentation into the eOPF (instead of the typical 12/31/05 deadline). For more detailed information on due dates, please refer officers to the website and to the listserv message (see below) that was sent out to all officers. Thanks and have a great holiday season! Message----- The 2005 Permanent Grade promotion results have been finalized. The results are posted on the CCMIS website (http://dcp.psc.gov). Promoted officers may access a copy of their promotion orders from their electronic Official Personnel File (eOPF). Officers who are eligible for competitive promotion review in 2006 are currently being identified. Please continue to monitor the CCMIS website for notification. Notification of promotion eligibility will be posted on the officer's main page in the Secure Area of the CCMIS website in the near future. Competitive promotions include officers eligible for temporary and/or permanent O-4 through O-6 grades (excluding medical officers eligible for Temporary O-4), and regular corps officers eligible for permanent O-2 or O-3 grades. Officers eligible for non-competitive promotions will not be identified on the website as they are excluded from the competitive promotion review process. OCCO has posted information pertaining to Promotion Year 2006 (PY06) on the CCMIS website, including category benchmarks, the 2006 Officer Statement (OS) form and instructions, and the 2006 Reviewing Official Statement (ROS) form and instructions. Officers who anticipate being eligible for competitive (temporary or permanent) promotion review in PY06 are encouraged to familiarize themselves with this information.
* Officers should review their eOPF, including the PIR, to ensure that their file is up to date. Officers will have until January 23, 2006, to submit documents to their eOPF and to request corrections to their PIR.
* Officers will be responsible for faxing their OS into the eOPF fax line by January 23, 2006, at 301-480-1407 or 301-480-1436. * Reviewing officials will be responsible for submitting the ROS to the appropriate Agency Liaison Officer who shall provide the form to OCCO by January 23, 2006, after ensuring its completeness.
* Officers should also ensure that their 2005 Annual COER is completed by January 23, 2006. Officers who are new calls to active duty (after July 1, 2005) who are eligible for a promotion are strongly recommended to submit an Interim COER to OCCO by January 23, 2006; PHS Form 838 and Attachments 1 and 2 can be found on the CCMIS website under Services/Official Forms/Performance. Failure to have a current COER on file will result in removal from the promotion pool after the boards meet. * Officers should maintain basic level of readiness. OFRD will review officer's readiness status on January 23, 2006, to determine who will receive 5 points for (basic) Precept 5 and who will receive 0 points (not basic). Failure to maintain basic level of readiness during the post promotion board administrative file review (normally conducted in May - June) will result in removal from the final promotion list after the boards meet. Questions regarding Exceptional Performance Promotions (EPPs) should be directed to your Agency Liaison. Agencies shall provide OCCO a list of their nominees by January 23, 2006. Officers who are nominated for an EPP will be notified by their respective agencies and are required to prepare for promotion consideration. Please continue to monitor the website and the listserv for updated news on Promotion Year 2006. |
